While Renwick Brown, secretary of the National Carnival Bands Association (NCBA), was telling Newsday that all plans for Carnival will be revealed by the Minister on Wednesday, Donald Little, president of the National Carnival Development Foundation (NCDF), was meeting with the Minister.
